9.1. The PAFIOO shall be conferred to the recipients by the President of the Philippines in a ceremony during the observance of the Month of Overseas Filipinos in December 2026 at the Malacañan Palace. The exact date and venue of the conferment ceremony shall depend on the availability of the President of the Philippines and coordination with the Office of the President.
9.2. The PAFIOO may also be conferred under the authority of the President, by the Executive Secretary, or by the Chairperson of the Commission on Filipinos Overseas, as stated under Section 2 of E.O. 498, s. 1991.
9.3. The awards may be given posthumously to any individual entitled thereto, which shall be received by their legal heirs or nearest kin.
