Looking back at his journey as an overseas Filipino worker (OFW), Engr. Balboa shared with Secretary Arugay his commitment and efforts to supporting the professional development of OFW engineers and other professionals in the Kingdom of Saudi Arabia (KSA) which paved the way for the establishment of the Philippine Council of Engineers and Architects (PCEA), an umbrella organization of multiple engineering and architecture organizations in KSA whose primary objective is to safeguard and administer the professional development of Filipino engineers and architects. The PCEA is also duly endorsed and recognized by the Saudi Council of Engineers (SCE). Engr. Balboa further discussed with Secretary Arugay his plans and aspirations for the OFW professionals and requested CFO’s support in his current undertakings which include bringing the Civil Service Examination in KSA for OFWs who wish to establish a career path in the government.

In 2022, Engr. Balboa was among the 56 recipients of the Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO) under the Banaag Award category. In conferring the Banaag Award to Engr. Balboa, former President Rodrigo Duterte recognized his steadfast commitment toward furthering the welfare and interests and professional development of migrant professionals in KSA and in the Middle East.

Joining Secretary Arugay were the newly-appointed Executive Director of the CFO, Undersecretary Valery Joy Brion, Head Executive Assistant Atty. Alma Royandoyan-Alli, Director Marie Apattad (Project Management Division), Director Romeo Rosas II (Management Information Systems Division), and OIC Rodrigo Garcia Jr. (Policy, Planning, and Research Division and PAFIOO Secretariat).
